The earliest written "code of law" is Code of Hammurabi, which established the "eye for an eye, tooth for a tooth" as a law to follow for a peaceful society. The use of an established set of law's helped to create a universal understanding of what was expected to be followed by all men throughout a large area ruled by one "king" which also helped to unify those city-states under one identity. His codes also laid out the punishment for breaking said law so there would be no confusion or room of interpretation on consequences of actions.
