I'm not sure what your answer is because it can be (A) and (C)

Your answers could be, A large influx of minorities moved int the cities. But, they did this looking for jobs which would cause whites and minorities to fight for work as more people moved into the cities.

I am leaning towards (C) because it causes (A)
