Precautions to take during an earthquake in term of personal measure includes  : staying out of damaged buildings, If outside, stay away from such buildings, and move to open areas, likewise been careful around broken glass and debris, If you are trapped and have a phone, call someone for help.

So from this; going inside when there is an earthquake is unsafe.you should stay outside in an open spot where there is nothing to fall on you.
