There are various guidelines to follow whenever there is an earthquake which had been associated to saving lives, but emotional shock experience during earthquake usually eliminate preparedness, however, staying calm and adhering to the laid down guideline during and after an earthquake is critical to our safety. Precautions to take during an earthquake in term of personal measure includes  : staying out of damaged buildings, If outside, stay away from such buildings, and move to open areas, likewise been careful around broken glass and debris, If you are trapped and have a phone, call someone for help.

So from this; going inside when there is an earthquake is unsafe.you should stay outside in an open spot where there is nothing to fall on you.
