Correct answer: B). Design a procedure

The next step of Fiona is to design a procedure to perform an experiment to find out that oxygen level in the air affect the rate of photosynthesis or not.

The hypothesis is already mentioned in the question about the level of oxygen in the air affect the rate of photosynthesis. So, the hypothesis is known, the next step is to design the experimental procedure and perform the experiment. After the experiment is performed the next step is to observe the result of the experiment.

She should make observations next.
If she doesnt make observations, it would be difficult to form a hypothesis and design an experiment, the result will more likely to be inaccurate too.
