(3x - 2)^2  is the same as:

(3x - 2)(3x - 2)

use the FOIL method: First, Outside, Inside, Last

3x(3x) = 9x²
3x(-2) = -6x
-2(3x) = -6x
-2(-2) = 4

9x² - 6x - 6x + 4

Combine like terms

9x² (- 6x - 6x) + 4

9x² - 12x + 4 is your answer
