Answer: Foreign policy was centralized under the federal government.

Explanation:

Under the Articles of Confederation, the federal government encountered several difficulties in handling foreign policy, mainly because of its inability to enact laws contrary to the interest of individual states.

The United States Constitution developed in the Constitutional Convention in Philadelphia (1787) established a federal government with further authority, including foreign relations.

What was jefferson Davis’s goal following the confederate victories
yan [13]

After the Confederate victories, Jefferson Finis Davis's goal was to bring the war into the Northern states. So, he ordered general Robert Lee to initiate an offensive attack. The attack did NOT have good results - the Battle of Sharpsburg left over 20,000 men dead or wounded which made Lee withdraw his troops and allowed the Union force to claim victory.
