A persuasive essay is an essay which is used to convince a reader about a particular idea or plan that he believes in. A persuasive essay can be based on anything about which a person may have an opinion or that one can make a clear argument about. Since the C option tells us about an opinion and persuading us to build playgrounds rather than shopping malls that is why this can be put under the category of persuasive essays.
