It is a point of view because it shows a position in relation to a problem. It implies the feelings of the person involved in that situation. 

The second paragraph clearly conveys the message to take the teenagers into account when public policy is debated. The writer is trying to persuade us his stand. And the added percentage of teens in the third paragraph just tries to validate his view. 

This cannot be a statistical analysis since it lacks two of the five discrete steps.  Once it has steps, each step should be followed. 

Outlining and layering are just too far from the correct answer based on the paragraph structure.

The excerpt is an example of C. point of view. This is a point of view because it shows a position in relation to a problem. It shows the feelings of the person involved in that situation. It tells the view of the narrator and its characters in the story which makes the story be understandable by the readers.
