The intent of terrorism is to produce fear in order to obtain political objectives. The main purpose of a terrorist attack is to generate fear to people. That is the reason why they happen unpredictably and commonly include civilian victims. Almost these attacks aim for political objectives. Even though it doesn’t seem have a reasonable way of attaining that purpose to civilians but to the terrorist doing it makes sense.
