Welfare means well-being and with a minimum support.
General welfare is the concept that all people should have some basic quality of life (home, food, security).
In order to ensure this, there is often a "general welfare"clause in the constitution (US has it, but other countries too).

The Legislative Branch = Make Laws
The Executive Branch = Enforce Laws
The Judicial Branch = Interpret Laws

If there is no mistake and there is simply a disagreement, then a student could also continue to ask questions as the teacher is explaining the solution. What if type questions could also be asked. Asking questions is a good way of not being disrespectful to the teacher.</span>
