Reward yourself is not a goal-setting step, mainly because it comes after success, and to have success you already must have achieved your goals. So, rewards come after goal archiving, which makes no sense assuming rewards as a goal-setting step. On the other hand, other answers are actually develop when you are planning your goals: develop an action plan, write down your goals, make a list of past behaviours, all are little strategies to seek a bigger purpose.
