I'm assuming salted peanuts is your average peanut since technically both types can be salted. The difference between "salted peanuts" and cocktail peanuts is that Virginia peanuts are often called "cocktail nuts" and are considered large-kernelled while I'm guessing that the average peanut is smaller. I might be confused but I hope this helps somewhat.
