Why is it sometimes difficult to make decisions involving economic development and the environment?

Environment and economic development are closely entwined neither can do without the other. For economic development, to occur the environment must be involved and consequences, some negative happen. For example pollution as a result of waste disposal will occur when manufacturing takes place as a result of economic development. Its either the devil or the deep blue sea.
