When a country tends to function well, poverty should be rare and shameful because there's no good reason to be poor since the economy of that nation is prospering. Poverty there will be looked down upon. When a counties’ government is dysfunctional, it is shameful to be rich because you are exploiting a crooked system and don't care about the political structure of the country.
