This kid, Blake, forgot to factor in time.

This is not proportional because it does not fall under a ratio 

1/4=.25 2/6=.33333 3/8=.375 4/10=.4 so they are not proportional

If they were proportional it would be
1/4=.25 2/8=.25 4/16=.25
