Kennedy is speaking against their falling under Soviet influence. In the third paragraph he is promising to help alleviate world poverty and misery. He is using repetition in the first line of each paragraph as a literary device: To those old allies; to those new states; and to those people in the huts and villages of half the globe." He is repeating the same words or phrases to make an idea clearer and more memorable. It could also be considered parallelism because he is making structured use of repetition. Parallelism is using identical or equivalent constructions to express the same sentiment in corresponding phrases of a speech.
