In 1994, when the killing in Rwanda was increasing, the United Nations didn't do anything to try to avoid it. Instead of that, the UN decided to decrease the number of troops in the country. The UN troops that were there were sent to maintain the peace and they were not allowed to intervene in the conflict when the situation began to escalate. Because of that, The United Nations was heavily criticized during the 1994 Rwandan genocide because it withdrew most UN troops from the area.
