Nobody would present a way to fix the issues but they all had something to say when it came down to who to blame for those problems. This was a period where nationalism and race were the main talking points and people looked for every opportunity to find a scapegoat. In this cartoon, they are blaming others for stealing money as an example of shifting the blame.
