Im thinking the best answers are D and A although i'm going more towards A because it makes the most sense since people are elected meaning they are good for the job and can handle taxes and treaties.

We continued done into the cave and we found a box and it was locked but our torch was almost out so we carried the box outside. It was getting cold and we were far from home so we made a fire and heated up but, we also heated up the old lock and once it was red hot we grabbed a stick to leverage it and it popped open and their boxes and boxes of well-organized gold bars from the 18th century.
