The best term to fulfill this question is Culture Lag. Therefore, culture lag refers to one part of a culture-changing while other parts remain behind.

EXPLANATION:

Cultural lag—so-called cultural lag—illustrate what happens in a social system when the ideals that govern life are not in line with other changes that are usually—but not always—technology. Technological advances and other fields effectively make old ideals and social norms outdated, leading to conflicts and ethical crises.

The concept of cultural lag was first conceived and the term was invented by William F. Ogburn in his book "Social Change With Respect for Culture and Original Nature," which was published in 1922. He was an American sociologist. Ogden sensed that materiality—and by addition, a technology that promotes it—develops quickly, while social norms tend to refuse change and develop more slowly. Innovation goes beyond adaptation and this generates conflict.

Cultural lag generates problems for society in many ways. The problem of cultural lag tends to seep into every discussion where the application of some new technology becomes a topic. For instance, the rise of stem cell research has led to many potentially useful new medical technologies; but this new technology also emerges serious ethical questions about stem cell usage in medicine. Cultural lag is seen as a critical ethical matter because failure to progress broad social consensus on the modern technology application can properly cause damage in social solidarity and the emergence of social conflict.
