Under the Articles of <span>Confederation,it was the "C. individual states" who maintained control of the major powers of government, since the the Articles of Confederation was intentionally made to be "weak" in order to ensure that the national government did not become too powerful. </span>
<span>The source of power for the government was seen to be the people who are governed. It was felt that, much like with the theories of John Locke, only through the consent of those who are being governed can a State have the authority to do anything. If the people feel that those actions are illegitimate, they have the rights to withdraw that consent.</span>
