Answer:

Political corruption, land frauds, range Wars, and high crime were frequently in the Eastern newspapers. It seemed that there were no laws in New Mexico and there were few who would obey them.

Lew Wallace was appointed Governor of New Mexico by President Hayes. Upon Wallace's arrival in his new post, he requested information from the United States marshal on the situation in Lincoln County, a place where lawlessness and violence is rampant. Two days after receiving the report, he telegraphed Secretary of the Interior Carl Schurz, requesting that the President declare a state of insurrection in the county.
The President granted his request.

Eric Foner: Freedom had many meanings to people coming right out of slavery. But one of the things that it critically involved was access to education. Most of the Southern states, before the Civil War, made it illegal to teach a slave to read and write. Now, some African Americans did learn to read and write secretly. Some... their master or mistress actually taught them to read and write. But the vast majority had had no access to education at all. And they realized that education was critical to advancement as free people in this society. As well as, many of them, being deeply religious, wanted to be able to read the Bible.

Roger Williams was a man of integrity. He therefore stood with his principles. He was therefore adamant in his criticism and rejection of the Church of England. John Winthrop's Church in Boston had on the other hand remained reluctant to out rightly and openly reject the Church of England. He therefore refused to serve it.
