It supported the interests of the more populated states, and called for a bicameral legislature with representation based on states’ population. As a result New Jersey, being a state with a much smaller population, introduced the New Jersey Plan. It stated the exact opposite of the Virginia Plan, stating each state should have fair representation regardless of wealth, population, or size.
