The idea of a confederation system of government is to control the power of a central figure, by literally difussing that power towards the states, provinces, or regions, that will conform the union. In essence, in this system, the states are the ones that hold all the power, including that of taxation, policy making and revenue collection, and there is very little power given to the central government, thus preventing the abuse of power and the establishment of tyranny. Another advantage that it has, is that it creates a strong sense of identity, and belonging to the states that conform the union, to the point that people identify themselves with their particular state, rather than with the nation at large. This system was adopted by the United States for some time, but problems arose due to the division amongst the people of the union, and thus, they decided to change it to a federated system of government.
