The encomienda system was a forced labor system the Spanish used in their American colonies to find gold and silver.


The Spanish established colonies in the US Southwest, Mexico, South America, and islands in the Caribbean. The goal of the colony was to find wealth in particular gold and silver mines. To find their way through the landscape and have labor for the mines, Native Americans were forced to work in the encomienda system.

Road construction is determined by the DOT (Department of Transportation). Commercial airports are operated by public entities including the state authorities who issue bonds for capital needs. Sewage plants are run by the EPA (Environmental Protection Agency) and are all publicly run and controlled by the government as well.That leaves the only privately owned thing, the shopping mall. Since they are privately owned, the government has almost no control of the business and there is a lot less hassle involved.
