The triangles ABC and DEC are similar. Therefore the sides are in proportion:

\dfrac{AC}{DC}=\dfrac{AB}{DE}

AC = 4cm + 16cm = 20cm

DC = 16cm

AB = 15cm

DE = r

Substitute:
