The passing of the law at issue and the signing of the law by The president of  ( George Washington) helped the citizens understand how America is to be governed using the constitution by stating the limits and duties of each arm of government in the constitution.

Explanation:

The constitution of the united states replaced the articles of confederation which was first adopted as a constitution to be used in governing the American people.

The passing of the law at Issue in Marbury vs Madison was the first time the constitution of America was actually tested. this is because the Judiciary overturned a law made by congress on the grounds that the law was unconstitutional and that the constitution stipulates that the Judiciary should checkmate the excess of every arm of the Government against making laws and policies that were unconstitutional.

The constitution was called into play and this helped the citizens understand the meaning and functions of the constitution.
