Some people have done so many wrong things for a long period of time and those things does not appear to them to be wrong again, in this case, these people are no longer sensitive to their conscience, which act as a form of control over their behavior. Other people on the other hand are new in the act of doing wrong things and are still very much sensitive to the condemnation of their consciences, this make them feel guilty.
