The table of contents is a page that comes before the actual written work in the report. It gives direction to the reader as to what topics and subtopics are in the report. It maps out where exactly to find certain information by using page numbers.
The title page, executive summary, and appendix do not include all the information mentioned above although they are still important parts in a written body of work.
