Smoking and arterial plaques increases the risk of hypertension as both of them constrict the diameter of the blood vessels that produces extra pressure on the walls of the blood vessels.
There is a substance called fibrin that is found in the blood vessels that allows the smooth flow of blood. But smoking and arterial plaques hinders the production of fibrin and without fibrin, the fatty acids and lipids starts to deposit on the walls of the blood vessels resulting in extra pressure on walls of blood vessel.
This decreases the diameter of blood flow and as a result of this the pressure increases leading to hypertension.
