The correct answer is D) The Supreme Court began ruling whether state or federal actions were constitutional.

The role of the Supreme Court changed during John Marshall's tenure as chief justice in that the Supreme Court began ruling whether state or federal actions were constitutional.

As the Chief Justice of the United States Supreme Court, John Marshal (1755-1835) established the Court's role in the government of the country.  After the case of Marbury v. Madison in 1803, he established the foundation of judicial review. He also had other important cases such as Cohens v. Virginia and McCulloch v. Maryland. During his tenure, the Supreme Court began ruling whether state or federal actions were constitutional.
