Explanation: The government sometimes work with the people, not in all states but some. I believe I would agree, being educated helps the state/country. Like Washington's farewell letter, he addresses he wanted to leave multiple times, but it was the people who needed his help and guided him to make the world better. He explained how the people helped him by supporting his projects. Like some governments, they depend on the people to help them figure what projects are well, and what may not work as planned. Now, not everyone may agree. But from my perspective, I would say yes. The government is only as smart as it's people due to education.
