The answer is: D. Health insurers can never discriminate based on genetic information in this way.

In the past, the insurance companies indeed able to put higher premium on people with bad genetic disposition. But  in 2009, united states government enacted The Genetic Information Nondiscrimination Act.

This bill prevented the insurance companies to treat people differently based on genetic mutation that they have.
