Why do you think many victims don't report crime? How does this affect the criminal justice system?

Some reasons that victims do not report a crime is because they are embarrassed and/or were threatened. This affects the criminal justice system because it makes it more difficult to keep tabs on the crimes and the criminal could continue to offend people/places because the authorities are unaware of the crimes taking place.
