Depending on what type of government? But the American government, a democracy, every citizens vote has equal weight, meaning we have the power to choose the people in charge of government, but do we control the government... No, not really. Hope this helped you. Good luck :)

Answer: Yes and NO

Explanation: Well the government should have the power to control citizens, but if every citizens oppose what the government then no if the government aren't helping most of the population they shouldn't have power.
