It is often argued that progressive reform lost momentum in the 1920s mainly because of the Great Depression, which hit in 1929 and was caused by many of the things the Progressives sought to eliminate. In this sense this statement is true.

They didn't want to do this because the French were good trading partners and the colonists had good relations with them, so they became unsatisfied that they were drawn into a war that was against their well being by the British.
