It was made to satisfy the North and the South

Explanation:

The South wanted to become their own country because they wanted to continue slavery and follow their own rules. The North wanted to end slavery and they didn't agree. This was how they satisfied both areas without splitting them into two different countries. I was talking about Missouri of course!
