Surprisingly, yes.  Your eye color affects peripheral vision because most of the time, people with darker eyes tend to have a larger pupil than people with say, blue eyes.  I have brown eyes.  My brother has blue eyes.  My pupils are larger than his.  The pupil is that black hole you see in the center of your eye.  Since my pupil is larger, more sunlight, and light is able to enter through my pupil.  

So, the larger the pupil, the more sunlight comes in.  When more sunlight comes in, you get a wider range of vision.  Think about how you can't see in the dark.  When there's more light in the room, you see more.  So when there is more light, and your pupil lets in more light, you have a better peripheral vision!
