I have no idea what figure you are talking about, but to make any figure rotate 90 counter - clockwise you would make the x value a negative like ( 1, 1) would become
( -1, 1)
First move the 4y to the right and the 1 to the left:
4y=5x-1
Then divide everything by 4:
y=5/4 x - 1/4
