The semicolons in this case substitute the need for a coordinating conjunction, and thus, connects two ideas. The ideas that they won't learn English even though they are capable of learning so many other things is put in a concise and energetic way. Which brings us to the other thing that the writer achieves: momentum. By adding semicolons, he creates a pause that doesn't end the line of thought. There's more to come and it makes the reader interested.

If they were not emotionally stable, their actions will be driven by their emotions, usually being  sadness, anger, and fear, or be driven by what's causing their emotions, which can be depression, negative thoughts, and thinking what others would say would be negative. An emotionally stable teenager will be able to make stronger decisions and will have put thought into what they want to do and what needs to be done for them. Their life will go smoother and happier than those who are emotionally unstable, because an emotionally unstable person has the chance of committing sui.cide or do bad actions such as drugs or smoking.
