If the water temperature of the sanitizing is too low then the food handler should not use the sanitizing solution.

This is because if the temperature is too low it might not be able to fulfill its purpose and not able to work the way it needs to.

Also, in the worst case scenario it might damage the pans and might make handle even worse for the food so its better not to sanitize the pans.
