The term that refers to how high or how low the speakers voice is would be pitch. This is a key element to consider when giving a speech. This is because pitch is directly correlated to mood, as well as tone. A higher pitch can signify cheer, as well as fear, and possibly sadness. A lower pitch may also signify sadness, but will also signify anger or serious demeanor.

Answer:

3. The Kansas-Nebraska Act was to introduce the idea that popular sovereignty is the means by which slavery should be legal in Kansas. ... It allowed people in the territories of Kansas and Nebraska to decide for themselves whether or not to allow slavery within their borders. The Act served to repeal the Missouri Compromise of 1820 which prohibited slavery north of latitude 36°30´. ... Violence soon erupted, with the anti-slavery forces led by John Brown.

4. In 1846, as the dispute over slavery in the United States developed in the wake of the Mexican–American War, popular sovereignty became the foundation of a proposed resolution to slavery in the country.
