Why is it important to change the sanitizing water when it gets dirty or has organic matter like food debris in it?

Because it is no longer sanitized once it has become contaminated with organic matter or bacteria. Sanitized means free from bacteria or organisms that could make you unwell. Once the integrity of the water has become compromised it needs to be changed.
