14 + 18 ÷ 2 x 18 - 7

Although in the PEMDAS order it shows multiplication before division, you must remember that multiplication and division are "paired." This means that you will apply these two operations in the order they come first in the expression as you read it from left to right. In this case that would be division first then multiplication.
