This means the government gets power from the people and the people who are being governed are the <em>source</em> of political power. This is present in the US because the US Government politically acts based on the citizens. To be specific, people can express themselves to the government by having the obligation to <em>vote</em> and <em>directly participate in the government</em> by attending town meetings and such.
