The answer would be Option 4,checks and balances. The legislative branch (Congress) writes the laws,but by needing the approval of the President for bills to become laws, it is simply a guard procedure to protect against tyranny. The whole point of checks and balances is to ensure that not one person or group has all the power in the government. After all, if that happened, the US wouldn't be a democracy, but a dictatorship. <span />
