Belgium was under German  government from 1940-1944. It was also at about the same time that Germany occupied The Netherlands and Denmark. However, Spain remained neutral during the World War II. Franco, then leader of Spain, supported Germany because he was indebted to the country during the Spanish Civil War for helping them. Spain considered themselves as an ally to Germany however, they did not participate in the war for they thought it would cause more harm than good. Spain remained non-belligerent.
