In the beginning of the civil war the Union had a plan to cripple the Confederacy economy by blockading all shipping lanes too and from the southern states. The south was an agricultural giant and mostly traded with europe to get industrial goods and so by not allowing the south to trade with europe they effectively could not make necessary supplies.
