Medicare is an insurance program. Those covered under this program get their bills paid from trust funds in which they have invested. Parts of costs are paid via patients through deductibles for hospital and other costs. For non hospital coverage small monthly premiums are to be paid. Medicaid is a program of assistance. It is open for people of every age with low incomes. Usually the patients do not have to pay any parts of costs for covered medical expenses. Although it too is a federal program, it varies from state to state.
