Then you you take how many red chips (3) and put it on top of the fraction to say that there are 3 red chips in a bag of 10 (3/10) then if it has to be a percent, you divide it so 3 divided by 10 is 0.3. But then you move the decimal over 2 places to the right so it would be a 30% chance you would pull a red chip from the bag.
